Born on February 20, 1962. In 1985 he graduated from the Moscow Physics and Technology Institute, in 1997 – from the Institute of Top Administrators at the Academy ofNational Economy under the Government of the Russian Federation. He got Ph.D (engineering sciences) in 1988. Education
1979 - 1985 гг. – student at Physics and Technology Institute in Moscow.
1985 - 1988 гг. – post-graduate student at Moscow Physics and Technology Institute.

Work record:

2004 г – till present - Head of Federal Tariff Service .
2000-2004 – First Deputy of Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District.
1998-2000 – Deputy Minister of Fuel and Energy.
1998-1998 – Chairman of the State Reserves Committee of the Russian Federation
1997-1998 – Adviser to Minister, Deputy Minister of Fuel and Energy of the Russian Federation.

About Federal Tariff Service
Federal Tariff Service is an executive body authorized to exercise legal control in price and tariff regulation for goods and services in compliance with the Russian Federation legislative acts as well as the control over their implementation except price and tariff regulation that is within jurisdiction of other federal executive bodies. Also Federal Tariff Service is a federal executive body that regulates natural monopolies in which case its functions encompass price (tariff) determination (setting) and control over issues related to price (tariff) determination (setting) and application in the business of natural monopoly agents.
