William H. Smith, Jr.

Executive Director of OMS

William H. Smith, Jr., has served as Executive Director of the Organization of MISO States since January 2004. Previously, he served as a staff member at the Iowa Utilities Board, the Federal Energy Regulatory Commission and other US agencies. He also practiced energy law in a Washington, D.C., firm. He is a member of the Energy Bar Association and the District of Columbia Bar. He holds a degree in economics from Yale University and a law degree from Cornell University. He was awarded NARUC's 2015 Award for Promoting International Cooperation among Utility Regulators and Development of Professional Regulation for his work with the Black Sea Regulatory Initiative involving renewable energy development, energy efficiency, cross-border trade, transmission planning, energy markets, market monitoring, and regional regulatory institutions.
