Born in Pavia in 1960. Took a degree with honours in electrical engineering and a postgraduate Master's Degree in MBA at the MIP-Milan Polytechnic. President of the Italian Regulatory Authority for Electricity Gas and Water since February 2011. Member of the Administrative Board of the Agency for the Cooperation of National Energy Regulators (ACER) since December 2009. Vice-President of The Council of European Energy Regulators (CEER) from March 2012 to February 2013. From January 2009 to January 2011: Chief Executive at the Department of Energy of the Italian Ministry for Economic Development. Member of the Board of Directors of RSE S.p.A. He worked abroad, in France and USA, in the energy sector. From 1998 to 2008, served at the Italian Regulatory Authority. In 2007 he was appointed Central Manager, Head of the Markets Department (Electricity and Natural Gas).
